				<content:encoded><![CDATA[<p>Last week, I had the honor of being chosen as a Margaret Chase Smith Distinguished Maine Policy Fellow. Housed at the University of Maine at Orono, the Margaret Chase Smith Policy CenterÂ was founded in 1990 and serves to improve and promote the quality of public discourse in Maine through research and engagement.Former Senator Mary Cathcart, who works at the Center, invited me for a day-long tour of UMaine to learn more about the important work they are doing.</p>
<div align="left"><img src="https://ui.constantcontact.com/rnavmap/tip/dispatcher?origImg=http://www.justinalfond.com/wp-content/uploads/2013/11/imrc.png" alt="" width="250" height="169" align="right" border="0" hspace="5" vspace="5" />The day started with a meeting with UMaine President Paul Ferguson and Vice President of Innovation and Economic Development Jake Ward to discuss the various business and research &amp; development projects at UMaine, as well as an update on other initiatives at the school. I was then joined by Senator Eloise Vitelli for a meeting with Dr. Mary Mahoney-O&#8217;Neil, the Assistant Dean of Academic Instruction at the College of Education and Human Development. Dr. Mahoney-O&#8217;Neil gave us an overview of the College and their work with other colleges and departments at UMaine for teachers.</p>
<p>Senator Vitelli and I then took a tour of the Innovative Media Research and Commercialization Center (IMRC). Director Owen Smith, told us about the great new media and creative economy work happening at UMaine. The IMRC houses a fabrication studio, electronics lab, and powerful computers for advanced design.</p>
<p>We had lunch with Jake Ward and the Coordinator of the Foster Center for Student Innovation, Jesse Moriarty. We met several students who work at the center, and discussed ways to promote innovation and entrepreneurship across the state.</p>
<p><img src="https://ui.constantcontact.com/rnavmap/tip/dispatcher?origImg=http://www.justinalfond.com/wp-content/uploads/2013/11/classroom.png" alt="" width="250" height="169" align="right" border="0" hspace="5" vspace="5" />I then had the opportunity to speak at Professor Darren Ranco&#8217;s Environmental Justice Movements in the United States class. We discuss the proposed East-West Highway and both the environmental and economic implications of such a major development, and the pros and cons of various types of energy generation, from natural gas to wind and ocean energy.</p>
<p>Later, I met with Dr. William Ellis of the School of Marine Sciences, to tour their facility and learn about various aquaculture projects they are working on. Aquaculture is a fascinating industry and is sure to play a big role in Maine&#8217;s economy in the years to come.</p>
<p>Afterwards, I visited Professor Robin Russel&#8217;s Generalist Social Work Practice II class, where we discussed accepting federal funds for healthcare and how the state legislature works through conflict to find compromise in policy. Finally, I finished the day with faculty and staff of the Margaret Chase Smith Policy Center, and was joined by Senators Vitelli and Geoff Gratwick.</p>
<p>It was a fantastic opportunity to learn about our university system&#8217;s flagship campus, and I am honored to have been chosen.</p>

<p>Last week, Speaker Mark Eves and I toured the University of Maine Cooperative Extension&#8217;s Diagnostic Lab. The Insect and Plant Disease Diagnostic Lab was established in 1989 to farmers, businesses and communities across the state with plant disease and insect identification to support healthy agriculture.<br />
Touring the lab illustrated that the building and program is bursting at the seams and does not meet the needs of today&#8217;s farmers and community members. When the legislature returns in January, we will attempt to get the Cooperative Extension&#8217;s lab project onto a bond proposal for voters to approve in 2014.<br />
Before the tour, the Speaker and I met with the UMS Board of Trustees and Presidents. We had a great discussion about the future of higher education, the state&#8217;s role, and what we can do together to inspire more Maine students to further their education beyond high school.<br />

<p>For the fourth year in a row, Forbes Magazine has ranked Maine the worst state to do business. According to the Forbes report, Maine&#8217;s poor rating is partially based on the state&#8217;s &#8220;lousy job and economic growth forecast.&#8221; According to the BureauÂ of Labor Statistics, Maine ranks dead last for job creation since 2010.</p>
<p>&nbsp;</p>
<p>I have real concern with the Forbes ranking because the truth is, Maine is a great place to start or build a company. I&#8217;ve heard from entrepreneurs and business owners across our state touting their successes. At the same time, we have challenges to address, like our making our education system more accountable, filling the skills gap, and the high cost of health care.</p>
<p>&nbsp;</p>
<p>One of the biggest concerns I&#8217;ve heard from business leaders is the self-inflicted damage from our Marketer-in-Chief. For three years, Governor LePage has been telling the world what a terrible place Maine is to do business &#8212; and that has an effect. Just like a CEO signals confidence or anxiety about the strength and direction of a company, the Governor signals to the rest of the country whether or not Maine is a good place to live, work, invest, and play.</p>
<p>&nbsp;</p>
<p>We can do better. We must do better. We will do better, once we start working together to invest in our assets, lower our costs, and attract the best and brightest right here to Maine.</p>

		<description><![CDATA[Last week, the Legislature was called into a special session to consider bonds and address the issues at the Riverview Psychiatric Facility. Our Newest State Senator Last week, voters in Sagadahoc County and Dresden held a special election to replace former Senate Majority Leader Seth Goodall. In a close election with high turnout, voters elected Eloise Vitelli to serve for the next fifteen months. Eloise was sworn-in Thursday morning in a small ceremony in the Governor&#8217;s office, and took her seat for the special session we held. I look forward to working with Senator Vitelli over the next year-and-a-half. Infrastructure Bonds Last Thursday, the Legislature approved five bond proposals, totaling $149.5 million. These investments will create jobs and strengthen our economy. The package includes $100 million for infrastructure investments in roads, bridges, ports, and working waterfronts, including Portland. There are also three education bonds totaling $35.5 million that will fund infrastructure upgrades to classroom and science labs at the University of Maine System, the Maine Community College System, and Maine Maritime Academy. The package also includes $14 million for armory maintenance and renovations &#160; While Democrats had hoped to include needed investments in research and development, this package was the [&#8230;]]]></description>

In a close election with high turnout, voters elected Eloise Vitelli to serve for the next fifteen months.</p>
<p>Eloise was sworn-in Thursday morning in a small ceremony in the Governor&#8217;s office, and took her seat for the special session we held. I look forward to working with Senator Vitelli over the next year-and-a-half.</p></div>

<td rowspan="1" colspan="1" align="left"><strong>Infrastructure Bonds</strong></p>
<div>Last Thursday, the Legislature approved five bond proposals, totaling $149.5 million. These investments will create jobs and strengthen our economy. The package includes $100 million for infrastructure investments in roads, bridges, ports, and working waterfronts, including Portland.</p>
<p>There are also three education bonds totaling $35.5 million that will fund infrastructure upgrades to classroom and science labs at the University of Maine System, the Maine Community College System, and Maine Maritime Academy. The package also includes $14 million for armory maintenance and renovations</p>
<p>&nbsp;</p>
<p>While Democrats had hoped to include needed investments in research and development, this package was the result of laborious compromise, and we have received a promise from the Governor andÂ legislativeÂ Republicans to take up an R&amp;D bond in January of next year.</p>
<p>&nbsp;</p>
<p>The $149.5 million bond package will be on the ballot this November, and I encourage everyone to support these important investments.</p></div>

<p>Also on Thursday, the Legislature unanimously passed a bill to address some systemic problems at the Riverview Psychiatric Center. Recently, Riverview has come under fire from the federal government regarding Riverview&#8217;s response to safety concerns. Riverview was at risk of losing its certification and federal funding.<br />
The bill, LD 1515 is a small step forward in addressing the problem. As passed, the measure expands a mental health unit at the Maine State Prison and formed a committee to develop a long-term fix to the problems at Riverview.</p></div>

<p>On Wednesday, voters across the city approved the supplemental school budget of $1.9 million for the next school year. These funds are available due to the work we did on the biennial budget to restore and increase funding to public schools.<br />
The bulk of that money will go towards covering teacher retirement costs that were shifted from the state to cities and towns. In addition, Portland will restore eight positions that had been cut under the previously approved budget.</p>

<div>While session may be over for the year, there&#8217;s still plenty of work to do in Augusta. <div>As many of you know, the Baxter Academy of Technology and Science is slated to open in Portland this September. I have historically voted against charter schools, but after charter schools became law, focus became about how to make sure that students who go to any of Maine&#8217;s charter schools will be as successful as possible.</div>
<div>I have been in the news lately for being critical of Baxter Academy&#8217;s decision to intentionally collaborate with the hyper-partisan fringe political organization, the Maine Heritage Policy Center.</div>
<div>I have several concerns. First, Baxter Academy is a public entity funded by taxpayer dollars. Baxter Academy is openly courting this partisan political group not only for its fundraising potential, but also for their political clout. This is inappropriate and unacceptable. I am also concerned that this first public activity by Baxter will hurt theirÂ credibility andÂ ability to work their students, Portland Public Schools and the City of Portland.</div>

<td rowspan="1" colspan="1" align="left"><strong>Weakening Pollution Regulations</strong></p>
<div>
<p>On Monday, the LePage Administration announced that the Department of Environmental Protection will seek to erode smog regulations in Maine. A quick primer about this policy: Maine was a leader in forming the 13-state regional pact to combat smog and improve air quality. The pact was based on the Clean Air Act, spearheaded by Senator Ed Muskie and in 1990, the Clean Air Act was amended and championed by Senator George Mitchell. As a result, the 13-state regional effort works to control cross-border ozone pollution.</p>
<p>&nbsp;</p>
<p>The DEP&#8217;s proposed change would end a requirement that new or refitted plants meet the most stringent emission standards, also referred to as the lowest achievable emission rate. Additionally, the proposal seeks to eliminate the requirement that such plants compensate for their emissions by buying offsets on a regulated market.</p>
<p>&nbsp;</p>
<p>These rule changes by the DEP were moving forward without consulting legislators and without a public hearing. The Speaker of the House and I wrote an open letter to Govenor LePage urging him and the Department of Environmental Protection to hold a public hearing to discuss the potential rule changes.</p>
<p>&nbsp;</p>
<p>I am happy to report that our letter did just that and a public hearing will take placeÂ this fall.</p>

<div>As you may have heard, the new state budget replaced the Circuit Breaker Program with the Property Tax Fairness Program. <p>To qualify for the credit you must:</p></div>

<li>Own or rent a home in Maine in 2013;</li>
<li>Have an adjusted gross income of $40,000 or less; and</li>
<li>Pay more than 10% of your adjusted gross income, or pay rent more than 40% of your adjusted gross income, toward property taxes</li>
</ul>
<p>Mainers under the age of 70 may receive up to $300, and Mainers 70 and older may receive up to $400 through the credit.</p>

<p>New Leadership in the Senate</p>

Senator Troy Jackson, then Assistant Majority Leader, was unanimously elected to serve as Majority Leader. I have enjoyed my time working with Senator Jackson, and I look forward to the next year-and-a-half fighting for Maine people.</p>

<p>With Senator Jackson&#8217;s advancement, his position was unanimously filled by my friend and colleague from Portland, Senator Anne Haskell. As many of you know, Senator Haskell represented Stroudwater and parts of central Portland in the House before being elected to the Senate last year.</p>

<td rowspan="1" colspan="1" align="left"><strong>The Last Day: Veto Day</strong>On Tuesday, the Legislature returned to Augusta to take up final bills and a more than two dozen of Governor LePage&#8217;s vetoes. Most of the bills were mandates or emergencies, which means each bill needed two-thirds support to pass.</p>
<p>&nbsp;</p>
<p>Bills and vetoes we tackled ranged from toxic chemicals in baby products to workers compensation to statewide online learning programs. Unfortunately, many pieces of good legislation failed because Republicans were not sticking to their original votes and instead following the Governor.</p>
<p>&nbsp;</p>
<p>There were some highlights, however. The bill giving consumers the right to know about genetically modified foods (GMOs) will become law, we overturned a veto to ensure that a warrant must be granted to track cell phone location, and earned enough votes to support investments in science, technology, engineering and math (STEM) education.</td>

<td rowspan="1" colspan="1" align="left"><strong>Student Hunger</strong>My bill to reduce student hunger passed the House 101-40 and the Senate 25-7. LD 745 helps feed hungry students during the summer months when school is not in session.</p>
<p>&nbsp;</p>
<p>The measure would require a school that holds summer activities and has more than 50% of their students qualifying for free or reduced-price lunch take advantage of the Summer Food Services Program, a federal program administered by the USDA. The program covers the cost of food in summer food programs for all students.</p>
<p>&nbsp;</p>
<p>Summer hunger is a pervasive problem across Maine. More than 84,000 Maine children qualify for free and reduced-price school meals through the National School Lunch Program, but Maine&#8217;s summer food participation is 16.5%. This means more than 70,000 qualified children in Maine did not have access to a summer meal through a summer food program. In addition, Maine has the 7th highest rate of food insecurity in the nation with one in four Maine children experiencing food insecurity.</p>
<p>&nbsp;</p>
<p>Studies have shown that when students are hungry, we know their grades suffer, they&#8217;re more prone to behavioral problems, and attendance declines. This bill will help thousands of students from every corner of our state perform better in school because they will have access to food in the summer time.</p>
<p>&nbsp;</p>
<p>The bill now goes to the Governor for his signature.</td>

<p>Budget Veto Override</p>
<p>On Wednesday, legislators took the most important vote of the session: the budget veto override. In bipartisan votes, in both the House and Senate, legislators overwhelmingly rejected the governor&#8217;s veto of our bipartisan budget.</p>
<div></div>
<p>Through months of hard work and cooperation, the Legislature developed a budget that is balanced and responsible. It restores nearly two-thirds of the governor&#8217;s proposed $400 million property tax shift, while increasing funding for education and restoring prescription drug support for seniors.</p>
<div></div>
<p>In order to fund these essential programs and services, Democrats and Republicans came together to close $40 million in corporate tax loopholes,Â and Democrats accepted the Republican proposal to temporarily increase the sales tax by half a penny and the meals &amp; lodging tax by one percent for two years.</p>
<div></div>
<p>By overriding this veto, we avoided a catastrophic state shutdown, which has not happened in over twenty years. A shutdown would have indefinitely put thousands of hard-working, middle-class Mainers out of work and would have suspended critical state services, like driver&#8217;s license renewals and state park maintenance.</p>
<p>&nbsp;</p>
<p>As I have said before, this budget is not perfect, but it is a workable solution that keeps thousands of middle-class Mainers employed while ensuring vital state operations continue. This budget and our veto override speak to the spirit of Maine &#8212; cooperation and compromise always win over cynicism and irresponsibility.</p>

<p>The Governor promised to release the bonds once we made our final payment to the hospitals. We have made our final payment, and we&#8217;re still waiting. The authorized bonds would create good jobs, invest in our infrastructure and put millions of dollars into Maine&#8217;s economy.</p>

<p>Budget Veto Threat</p>
<p>Yesterday, the Governor announced his intention to veto the two-year budget the legislature approved. The budget was the product of months of good, bipartisan work, and the Governor refuses to support it.</p>
<p>&nbsp;</p>
<p>Governor LePage&#8217;s proposal for a two-month budget is unconstitutional, as confirmed by the Attorney General. The state needs a two-year budget approved by July 1st, 2013 to keep our state running. I am working with my colleagues in the legislature to override the Governor&#8217;s eventual veto and ensure Maine stays on the right track.</p>

<p>Included in the proposal:</p>

<li>Increase funding for Efficiency Maine over the next two years;</li>
<li>Provide ongoing funding for Efficiency Maine programs to lower home heating costs;</li>
<li>Implement reforms to the Regional Greenhouse Gas Initiative (RGGI), which will lower the total greenhouse gas emission cap by 45%;</li>
<li>Reform the Public Utilities Commission (PUC) to reduce energy costs;</li>

<li>Increasing the efficiency of street lighting, helping to lower electricity costs for municipalities.</li>
</ul>
<p>This is a great bill that is a prime example of what we can do when we work together to improve the lives of Maine people.</p>

<p>Early Friday morning, the Appropriation and Financial Affairs Committee came to an agreement on a unanimous two-year budget proposal that will help mitigate some of the damage of the Governor&#8217;s proposed budget.</p>
<p>The bipartisan proposal restores funding to Maine&#8217;s public schools, and towns, and to programs that help Maine seniors and people with disabilities pay for their care and medicine. It also restores merit and longevity pay as well as retiree health insurance to state workers.</p>
<p>The measures are paid for by temporarily increasing Maine sales tax by a half a penny, closing corporate tax loopholes, and temporarily raising the state&#8217;s meals and lodging tax by one percent.</p>
<p>The committee will be taking final votes on the proposal today, and I look forward to digging in to more of the details next week.</td>

<p>There is still time for students to participate in the Maine State Senate&#8217;s Honorary Page Program during theÂ LegislativeÂ Session.</p>
<p>The program gives students a unique chance to not only observe the state&#8217;slegislativeÂ process, but to also participate in it. As an Honorary Page, students will deliver messages, distribute Amendments and Supplements within the Chamber, interact with the senators, and most importantly, take part in a real-world, hands-onÂ legislativeÂ learning experience. If one is interested in participating in the program, or has further questions, I encourage them to contact the Secretary of the Senate&#8217;s office atÂ <a href="tel:%28207%29%20287-1540" target="_blank">(207) 287-1540</a>.</p>
<p>It would be my honor to meet with students and their families during their visit to the State House. I look forward to engaging our state&#8217;s next generation of leaders!</td>
